ATAGO-YAMA SPECIAL GREEN SPACE
CONSERVATION AREA

 As you can see on the "Park and Green" page of the Ministry of Foreign Affairs, the special green space conservation district system is based on the Urban Green Space Law in Fukuoka. The purpose is to create an urban environment and contribute to ensuring a healthy and cultural urban life. ”The following acts are restricted and must be approved by the mayor. Hmm.

  • New construction, renovation or extension of buildings and other structures

  • Building lots, land reclamation, earth and stone mining, mineral mining and other changes in land traits

  • Logging of wood and bamboo

  • (Omitted below) (Article 14 of the Urban Green Space Law)

 

Atagoyama is one of the 71 special green space conservation areas designated by Fukuoka City, and was designated as an area of 4.5 hectares on March 11, 1976 (Showa 51). Since then, the change procedure has been added about 4 times, and it continues to this day. The designated area of the special green area conservation area is shown on the display board installed by Fukuoka City.

The hairpin curve at the northwestern end (left side) of the Atagoyama Tourist Road is included in the Special Green Area Conservation Area, as shown by the upper left display board. This can be clearly confirmed by specifying the location and showing the range in the designated map (figure below) created by Fukuoka City. However, as described on the "Crisis of Mt. Atago" page , the observatory installation work was carried out at this location without any permission procedure, and as a result, Mt. Atago is in danger of extinction. The precious gentian colony has disappeared at once.

When I contacted the person in charge of Fukuoka City about this matter, I will omit the details, but in conclusion, "The displayed figure is incorrect, and there is no problem because the construction is outside the conservation area. Why is it wrong? The cause of the accident is unknown "( " Atagoyama Crisis (2) " ). This place was originally a place where green space suitable for conservation as a green space existed, and in fact, Fukuoka City had the same idea, and it seems that the truth was that it was intended to be designated as a green space. Since the green area conservation area has exemption measures such as property tax and inheritance tax ( property evaluation basic notification 50-2,58-5,123-2), it is necessary to confirm the cadastral within the specified range. At that time, I misread the cadastral map (or deleted it for some reason), and as a result, the area that was originally designated was not designated as a green space, and until the problem was pointed out. It seems to be a natural understanding to interpret that it did not recognize. The figure on the display board on the upper right shows the "revision" to reduce the scope of the protected area, even though it is not possible to make additional designations.
