Is it okay to leave the protected area for nearly 40 years as long as I specify it?
I mentioned earlier about the construction to demolish the shrine of Kanedo Shrine (Oyamazumi Shrine) in the special green area conservation area and install an observatory, but the city official at that time (Residential City Bureau Midori no Machi Promotion Department) There was a transition in the response of. Initially, the person in charge said, "There is no problem because it is privately owned outside the scope of the protected area." However, as is clear from the drawings created by Fukuoka City itself, there is a clear discrepancy between this view and the documents. When I asked for an explanation of why such a thing was happening, the answer was that I couldn't understand it until I looked it up, and it took time to look it up. This answer is a "greatly problematic" case, meaning that we have effectively withdrawn the original view that "no problem is out of scope". The first problem is that I decided that there was no problem without checking my designated documents, and the second was that I could not immediately explain why such a difference occurred. The third is that although it is a serious issue of whether or not illegal acts have been committed, it takes a long time to investigate, that is, there is a problem with the city's document management. Furthermore, if the designated documents and display boards are incorrect, it is a problem that they have neglected to correct them for many years. Summarizing these problems, since Atagoyama was designated as a special green space conservation area in 1976 (although the designation change procedure has been carried out four times since then), it has been necessary to grasp and maintain the current situation for nearly 40 years. Doesn't it mean that it has been neglected without being managed? Green space conservation does not end with the designation of a district. Unless the administration is changed to green space conservation and greening promotion based on the purpose of the Urban Green Space Law, the rich greenery of Mt. Atago will be eroded.
